How sweeping was that D.C. Circuit court decision limiting the power of the recess appointment?

There have been more than 600 recess appointments since Ronald Reagan took office in 1981, and nearly all of them would have been barred had this ruling been in effect at the time, according to a memo from the Congressional Research Service.
